No, not exactly. The Timezone library can't rely on any core specific  
knowledge. I think the correct fix for this issue is to not use  
Horde_Vfs to load the file since it isn't necessarily located within a  
specific virtual filesystem root. We should perhaps just use a file  
pointer directly.
