This is exactly opposite of what most people do.  The keyboard  
navigation tools are designed to be additive, not subtractive.

PgUp/PgDown has always been tied to message selection (not message  
viewport scrolling) so that can't change.

We can't use Alt-PgUp/PgDown, since that is tied to preview scrolling.  
  We can't use Shift-PgUp/PgDown, since that is reserved for text  
selection (at least on Windows).  We can't use Ctrl-PgUp/PgDown or  
Ctrl-Shift-PgUp/PgDown since those are used by browsers.  Not sure  
what the alternative is.
