On reviewing this some more, I'm going to reject this. Exchange has a  
limit of 1000 folders by default, if a client cannot handle up to this  
many folders without falling apart, it's a client issue. This approach  
is just too fraught with the possibility of errors in other parts of  
the code (like searching, message moving etc...).
