Because I didn't realize it was the same bug until you provided the  
further details.  Since the symptoms listed in this bug are NOT the  
same as the symptoms listed in #13218 ... but the underlying cause is  
the same.  Which there would be no way of knowing this unless someone  
actually did the research.

FWIW, all of this is occurring because of #13170 (which you also  
reported).  That issue and this issue are mutually exclusive ... to  
fix both, the code needs to be refactored/rewritten.
