I'm wondering if it's somehow related to #13275:
What if we pass data outside the ASCII range to Horde_Session / Horde_Secret.
If that's processed by Horde_Pack, it might go wrong.

I've inspected Horde_Support_Randomid(), but that produces base64()-safe ids.
Anyhow, let's see if this happens again...
