Select a attachment in create ticket step 3 and set the ticket state  
to assign, select user in step 4 and create the ticket.
Now, the attachment which was selected in step 3 is shown in the  
ticket but damaged (or I guess maybe complete missing?).

If I don't assign the ticket in the create process step 3 (jumps over  
create step 4), the selected attachment is ok.
