There are already WAY too many as it is. It makes zero sense to show
additional formatting definitions to users in certain locales that
will never be used.
If you are changing locale data, and you are not seeing a
corresponding change in PHP, then either your system or PHP is broken.
We are using the C-standard strftime definitions, so you need to look
into your system regarding its behavior.
