Yes, I fixed it! The problem was that I didn't set the date.timezone  
property in my php.ini

After setting it explicitly to

date.timezone = Europe/Berlin

all appointments sent by Outlook now are displayed with the correct  
start and end times with the Nine ActiveSync Android Client.

I'm quite sure that it worked in the past even without setting the  
date.timezone property... have there been any recent changes  
concerning the timezone setting in Horde? (I'm on Groupware 5.2.5)
