Works as expected here:

Create a new event, add two attendees.
Verified both attendees received an invitation.
Edit event, and remove one attendee, then save and answer "Yes" to  
sending updates to attendees.
Verified removed attendee gets a CANCEL iTiP and remaining attendee  
receives an updated iTip.

Note, this only works in the Dynamic view.
