Horde Webmail Edition 5.2.12. Updated.
Using Oracle as database.
When add an address to Forward filter item are added to ingo_forwards  
but don't apply the rule and entering one more time address is not  
there.
horde.log says:

Maybe oci8 driver error reading clob.
