If you can send email or receive emails with Outlook, then consider it  
as the aftermath of different types of errors. So, your first job is  
finding the root cause of error for eliminating the error. Email  
sending problem happens when you have not turned your internet  
connection on. Also configure your Outlook account to send emails  
without errors. Mostly importantly check firewall settings of Windows.  
Turn off firewall for avoiding email sending error. Receiving errors  
are also similar to the sending errors. However, in many cases, it has  
been found that a lot of emails go to junk folder instead of going to  
inbox. So, changing your Spam filter setting will resolve such issues.
