Aaaaaand ... never mind. Classic permissions problem. It looks like  
the pear configuration setting for the umask (22) is not honored while  
installing files, which doesn't go well on a system where the default  
umask is 0027. Turns out there were a whole bunch of new  
directories/files with permissions set to 0750/0640 and lo-and-behold,  
/usr/share/php5/PEAR/Horde/Log/Logger.php was one of them. Problem  
fixed, please close as invalid.
