I have recently hit this problem too with Thunderbird and with Outlook  
(the classic version with a CalDAV plug-in).
We are using Horde through a biggish ISP in Germany called Hetzner.
Our users set a reminder of 0 Minutes as usual (that is allowed in  
both clients), and it is silently ignored.
