In some cases Horde Webmail seems to underline the complete quote in a  
response. I just got this info from one user that has this issue in  
sometimes, some other responses do not get an underlined quote. The  
editor seems to add an u-Tag to every single line of the quote that  
contains text. Lines just containing a   or completely empty  
lines do not get the u-Tag.
