[chora] Chora CSS not processed

I created a symbolic link to have Chora inside Horde. It works. Actually the
comment about Chora location from CVS info could go to Chora INSTALL file:-)

Chora looks much nicer than CVSweb.

I just fixed css.php so that things should work this way - update and make
sure 
that Chora has a correct Registry entry in horde/config/registry.php.
