[chora] Chora CSS not processed

CSS works now, but I have problem with viewing *.h *.cpp files. They do not
show up at all. Other text files are displayed OK.

I just fixed css.php so that things should work this way - update and make
sure 
that Chora has a correct Registry entry in horde/config/registry.php.
