It's a problem with the php SAPI layer for IIS, not with IIS. It should be 
fixed there. And all I said was that we should continue to support PATH_INFO 
urls so that they don't break. That doesn't preclude setting &file= and using 
that for all generated URLs; just use PATH_INFO if it's there.
