Hi Joe, 

it appears that the CGI SAPI is the culprit. This is what I 
get with startup errors displayed no matter what version of 
Apache I use:

I'm gonna to try latest CVS on FreeBSD 4.3. If this behavior
is win32-only, I'll report it as a bug. But it looks like a 
bug even if it turns out to be platform independent...
