Thanks for the help. I figured some things out. I found a lot of info at 
cvsbook.red-bean.com.

Yes it does get tricky. I found that I can download from horde CVS and then 
import it to my CVS. That gives me the current copy I'm running which I can 
compare against horde's CVS or the one I have stored locally. Primarily though, 
now that I know a little more about CVS, I find that might not even be 
necessary b/c I can do diff reports off of horde's CVS (which is what I wanted 
to do).
