[chora] Chora users

I must be missing something.  I worked through the PATH_INFO issue and can
see the files in my repository as long as I have the allow_guests set to
true in horde/registry.php.  If I set this to false, all I get is a blank
login screen when I click on CVS and enter my user name and password.

Versions are:
  Apache 2.0.40
  Horde 2.2.4
  Chora 1.2
  PHP 4.2.2
  Redhat 9 - kernel 2.4.20-20.9

Any suggestions would be greatly appreciated.
