When I try to create a new Perms Object ($PermsObj = new Perms();), I get the following errors:

Notice: Undefined index: category in \horde-2.2\lib\Perms.php on line 51
Notice: Undefined index: category in \horde-2.2\lib\Perms.php on line 52
Notice: array_merge(): Argument #1 is not an array in \horde-2.2\lib\Perms.php on line 53

Any idea what I'm doing wrong?  I have horde v2.2.

Use the Perms api.
