Well, I'm not sure what you mean by "set it up to block administration". You
should be choosing an authentication driver (a real one, not the "auto"
driver), and then creating at least one administrator account that you list in
$conf['auth']['admins']. Those are the only people who'll be able to 
access the
admin screens.

Then, as one of those accounts, go into Administration -> Permissions, 
create a
permission for chora, and give guests Read access to chora.
