[chora] Missing conf.php

For some reason, the 3.0 RC2 release is missing the conf.php.dist file.
Is there a reason for this? I am playing with Chora for the first time,
so I'm not sure if there's a specific reason or steps I should follow to
get it completely setup. Let me know. Thanks!
