Why isn't some equivalent check done for Svn? Obviously there can be an
issue that will cause the system to error out. Hell, that's all it does
for me.

Also, where are the appropriate VC_* classes initialized? Does that
happen in Chora or Horde?

SVN is not even bound to a filesystem, 'location' could very well be a
remote repository.
