Yes, this is how SVN works on Windows.

C:\>svn.exe ls "file:///e:/_data/qlzrep01/"
alive/
archived/

C:\>

Now it looks like the problem is with the Apache module
or some configuration setting may be wrong.
popen($filename, 'r') returns false regardless what
the filename is. When using the CLI version,
the same code works fine.

I need to investigate this a bit more and I'll let you
know to have the answer in the list archives and/or to
add it to the documentation for Windows users.

Looking forward to use Chora on my development box.
