I disagree, though only really from a going-forward design standpoint.  
I know I've put statics in to some of the H4 classes, but I plan on  
removing them. We should design the new code so that in almost all  
cases, you're passing required objects in to the constructor.

I'm working (on the long list) on some code to make this easier, for  
managing a set of dependencies.
