    refactor the categories to tags migration for kronolith.
    
    This version  does not initialize kronolith (and therefor, will
    not attempt to initialize Nag or any other apps that kronolith
    interacts with).
    
    Jan, I tested this locally with nag tables removed and it seems to
    be fine. Does this look ok to you?
