    Revert "[mms] Disable blacklist, vacation, and whitelist API methods if the preference is locked."
    
    This reverts commit 388cc480e14a237d90cbe53b47f047f3e081133b.
    
    API disabling is broken in H4 and can't be fixed without serious BC
    issues (or totally convoluted code).
