    Don't send the 4133 policy.
    
    This is only supported on a subset of windows mobile 5 devices, and
    was never configurable via Horde's ActiveSync configuration anyway.
    
    Will reconsider adding this again if we ever support per device-type security policies.

    Separate the ability to force a PIN from the other policies.
    
    Some devices do not support these extended policies. Allow setting a PIN,
    yet not specifiying (or sending) the rest.
