    Don't send problematic policies if they are set to default values.
    
    Some devices don't support the full enterprise set of policies like e.g.,
    disabling wifi or requiring storage card encryption. Some devices will refuse
    to provision if the policy is set (even if the policy is set to the default
    value). The combination of only sending the non-default values and allowing
    per user provisioning/policy permissions we can fine tune each user's settings
    while keeping other users at a more restrictive setting (if desired).
