    Some clients like e.g., iOS require the full version number in the headers.
    
    Fixes iOS devices detecting available versions. E.g. 5.1.1 on older
    generation iPhones/iPads will now detect and use 14.0 instead of
    the previous max of 12.1.
    
    Also rearrange the Commands header to match what Exchange 2010 sends.
