    Allow for auto-updating framework library version values in release process.
    
    Looks for a LIBRARY_VERSION constant in the "base" library file. So e.g.,
    a framework library named Horde_Foo, the file lib/Horde/Foo.php would be
    searched for a LIBRARY_VERSION constant and updated to the current
    version of the library.
