    [mms] Add ability to drag/drop text to dynamic HTML compose window on Chrome and IE.
    
    Fix drags across HTML editor again activate the attachment box
    
    IE 11, Chrome, and FF now all verified to work in all conditions with
    attachments/text in plaintext mode.
    
    IE11, Chrome, and FF verified to work in all conditions with
    attachments/graphics/text in HTML mode.
