    Decode the initial OEMCODEPAGE and TNEFVERSION values.
    
    Getting closer. This fixes the high CPU usage when decoding meeting
    responses, and exposes a bunch more (undocumented)  TNEF properties, though I still
    have no idea what they are or the structure of them.
