    Refactor some resource handling.
    
    Needed to reduce code reuse and will make it easier to fix
    resources in recurring events/exceptions.
    
    - Extract Kronolith_Resource::checkResources() to handle checking
      availablility.
    
    - Move responsibility for locking/unlocking in the resource object.
