  Log:
  More cleanup/fixes for register_globals = Off.
  
  Also, added IMP_util::dispelMagicQuotes() for conditionally running
  stripslashes on input. It's now used in prefs.php, and can be used in others.
  
  [note: my isp appears to be down, so I'm not seeing any responses to this...
   hopefully I haven't broken anything too badly, and also hopefully it'll be
   fixed by the time I get home later tonight. Off to ice skate now.]
