  allow setting of $conf['tmpdir'] to override all other tmp dir settings.
  if someone sets this (no, it's not documented in the config files yet,
  and that's on purpose for now), they are responsible for making sure
  that that directory is where files are uploaded, etc.
  
  If anyone doesn't like this, we can easily revert it. otherwise, we
  should document it as an option in config/horde.php.
