  Log:
  Add a Special Characters window that can be summoned from wherever it might
  be useful, to give users an easy way to get accents and such if they don't
  remember how to get the OS to cough them up.
  
  Controllable in IMP's compose window via the
  $conf['compose']['special_characters'] switch.
