  Log:
  Add option to not restrict ticket clients
  
  This adds a "Can tickets in this Module be assigned to any client?" option
  to the edit module form, add an "allclients" field to the whups_module table
  and ties them all together.  Now you won't need to add a new client to all
  of your modules that aren't client-specific.
