  Log:
  Introduce a new configuration variable, $TZ, which indicates the time zone
  to use for log messages etc.

  If $TZ is undefined after cfg_local.pm has been read, $ENV{'TZ'} is
  cleared; this corresponds to the current behaviour.  Otherwise, $TZ is
  exported as $ENV{'TZ'}.
