  Log:
  Make this new scroll code Mozilla only.  It doesn't work on any other browser.
  Currently in the process of writing a new scrollbar implementation, since we
  can't rely on browser scrollbars due to cross-browser incompatabilities and
  limitations (namely, there is no way to detect an end scroll for any browser
  but Mozilla).
