  Log:
  Combine the isOldEnough() check with a check for PERMS_READ to keep these
  types of checks in a single place.
  
  I still think this might be a bit of a performance hit when this is
  added to the gallery tiles as well, but it keeps the code cleaner.
  
  Chuck, does this look about right to you before I continue down this path?
