  This commit addresses the changes to WebDAV similar to Kronolith as described in bug 6595.  I am committing this to HEAD now for testing since it looks right to me but I do not have a way to test PUT or DELETE.  BROWSE does work.  Once it is fully tested I will merge this to FW_3.  Note the caveats to backward compatibility described in the bug comments.
