This would allow us to nicely encapsulate session handlers in a
Session class (like we once had).  That might be nice for some folks,
but I think my personal preference is still to "force" the user to
override the session handler on there own.  My reasoning stems from
the possibility that they might be using PHP sessions outside of the
Horde tree, and we might run into the case where we overwrite their
existing handler.

Just some thoughts, but with this commit, its possibile for us to
create an abstracted PEAR-style session handler interface.
