Well, take a look at what I just committed. I'm not entirely convinced yet, but
the new behavior is:

If an attachment is displayed inline, you get its number, name, type, view link,
and download link right above it in the main body.

Otherwise, you get it in the parts list where they all used to be.

Comments? Better ideas?
