server list selection / preferences problem

I've modeled a 2.3 setup here for how things are at our Campus -- one mail 
server dedicated to staff, the other dedicated to students.
There is a picklist of the servers on the login page -- however no matter 
what you choose, people are ended up going to the 'staff' mailserver.

I'm assuming this is because 'staff' comes alphabetically before 'student', 
and IMP is pulling from the preferences that aren't set and assigning the 
first item in the list.
If someone logs in, gets the staff server, finds they have no messages in 
their inbox... they can then go to prefs and select student, and it will 
remember it making future logins successful.

I'm thinking that the login page should override the preferences 
settings  -- I believe I remember reading something about this behavior 
awhile back, but wanted to mention it.   Remembering the server in the 
preferences doesn't really work when there is a prompt for one... I'm not 
sure what the best overall solution is... but the current way seems to be a 
bit problematic, perhaps?
