thoughts on the prefs problem

Right now, our preferences don't work if we want a user to
be able to log onto multiple IMAP servers, since the system 
doesn't differentiate between 'changeable' and 'persistent'.

How about separating this out into three options for the prefs?

Name, Default value, Changeable, Persistent

If a value isn't persistent, then it only applies to the current
session, otherwise it is applied to the permanent store for that
user.

This would allow sites like demo.horde.org to activate preferences,
but set the mailhost, mailprotocol, etc to be non-persistent so
users can log in from anywhere.
