Okay, two thoughts:

> $conf['prefs']['params']['username'] = '';
> $conf['prefs']['params']['password'] = '';

Assuming these are just blanked out for security?

> $conf['prefs']['params']['table'] = 'user_webmail_prefs';

The prefs schema has changed recently; there's a new field (scope), and that 
might be causing this problem. Take a look at the schema at the top of the 
horde/lib/Prefs/sql.php file, and see if your table matches.
