Logging and error checking

Would it be a good idea to add Log:: calls to our horde/lib/ code?  I
can go through the Prefs/ hierarchy and add the appropriate logging
calls, if it's a good idea.

On the same note (and probably a better approach), should we start
using PEAR_Error in our code?

We should probably start checking return values in the individual
applications, too.

Just some random thoughts... =)
