Please read the README for the Horde/IMP RPMs.  horde-phplib isn't an RPM,
it's a symbolic dependency; you satisfy it by installing horde-pgsql,
horde-mysql, horde-shm, etc. depending on where you want your PHPLIB
session storage to go.
